By tightening the bolts, I am figuring that you are eliminating the "clutch" function and going with a direct drive, blades on all the time. That's a lot of stuff for the starter to spin to get it started, plus it is dangerous, but if you are VERY cautious in operating, AND IF the starter will even spin all of that, I suppose you can get an emergency cutting out of it. Just please be carefull. Dale has better knowledge and access to Deere part numbers than I have, he would be better able to match up what clutch you need to your tractor than I can. Don't be in a hurry to throw the old one out before you check if you have a local shop that rewinds/rebuilds alternators or starters and see if thay can fix it and how much it would cost.
