My PTO (brand new) also won't engage. I also changed the wiring harness and replaced the 20 AMP fuse. My battery was drained and I had to jump start the tractor today. It ran well but the PTO didn't engage. I have not fully charged the battery yet. Could the problem be resolved with a fully charged or replaced battery? I will give it a shot.
