I have a similar problem on a JD 310 backhoe loader with power steering. With the engine off the steering wheel turns almost one turn with no pressure. With engine running it is the same but the wheels will turn after the steering wheel slop. To me this seems like a mechanical linkage problem rather than a control valve problem?
