I don't know much about this machine but I just took a look at the parts breakdown on the JD web site. Most of the STX38's came with a Peerless gear drive transaxle and the only way they slow down is a slipping belt or loss of engine RPM. My guess though, is that you have the hydro model, and if that's the case then change the hydro filter and replace the oil and unless there is a major problem inside the transaxle I think you'll get your speed back.
