Dan : If you changed the control valve and it did not repair the problem then as a mechanic you would most likely conclude the "control valve" you had changed to the e-bau one was most likely just fine.
There is a stterin pum that the steering wheel attaches to and as you rotate it it produces fluid to flow in porportion to the rotation of the steering wheel, the valving that directs the flow of oil to the steering cylinder is the test I was referring to as you asked if the power steering actuator arm or in JD terms "steering cylinder". So anyway the test should be performed primarily from the cylinder end just to make sure the actuator you indicated is not leaking the oil to return.
