Dan : It appears you have a common gerotor type of steering pump. I see a serial # break on those. However once the steering wheel is rotated in either direction do the wheels turn with sufficient pressure like usual but at a slower less responsive rate ? Nevertheless it appears that there is low flow of steering oil going out to the steering cylinder and if you take one of the steering lines off at the steering cylinder and rotate the steering wheel in the direction that forces oil into the steering cylinder, place a bucket or coffee can to catch the oil coming out the other open end of the cylinder. This test will tell you if your cylinder has failed.
