I'm seeking some advice on trouble shooting my power steering troubles on my 318.

My steering has been acting up for a while and I suspected that the control value module was at issue. I took the tractor to the JD dealer where they, unfortunately, confirmed my suspicions. A new module was over $1000 so I opted to buy used one on ebay for $150. Upon having the "new" used contol value installed (which still cost many $$$) I only noticed a marginal improvement in the steering as it still takes many revolutions to ge the front wheels to respond.

I suspect that 1)my ebay purchased control valve may also be defective, or 2) perhaps the power steering actuator arm may be the issue. Is there a way to test the functionality of the control valve. I have heard that if the steering wheel is turned while the tractor is off and the front wheels do not respond, then you know that the control valve is leaking. Can anyone confirm this or advise of another testing method for both the control valve as well as the actuator arm?
