Andrew - Did the tractor surge before you rebuilt the carb? Surging is usually caused by dirt in the carb, stuck float, carb out of adjustment, or the governor. Fuel pump is mounted on the fire wall. It's a vacuum/diaphragm type pump. That could also be causing the surging. - Dave
