I don't know the Scotts/Deere models well at all, but I do know the parking brake is a mechanical one as Dale describes. Typically, the brake pedal is depressed hard and then whiel holding it down, you engage a latch or lever to keep it on. To unlock it, you depress the pedal hard, and unlatch it. The latch should be reasonably close to the brake pedal, usually on the dash tower between your legs down on the lower part, or on the floor between your feet, with a decal as Dale mentioned saying something like "Lock-Unlock" indicating which position is which. Please let us know how you make out.
