I bought one in 2003 or 04 and had the same problem. After a new engine and a new carb. The factory sent me a letter saying they had put the wrong air filter on it at the factory. They have two filters that look the same but one is for an internal venting and the other is for external venting. The one you want is for external venting. Hope that helps.
