The pin that connects the lever to the power take off (PTO) may have come off. Look down where the lever goes and look for a little hole and an (probably) aluminum part that the lever rod is inserted. If the rod is twisting in the aluminum part and the part not moving, that's your problem. You can see the holes align and un-align as you turn the lever.
If this is what you find, the pin has come out. You may be able to make a quick fix with a small nut and bolt arrangement and use some Lock-Tite to avoid the nut coming off.
