Clutch for mower will not engage. Replaced the PTO and ignition module, stil will not engage. Safety on PTO is working, when pulled tractor will not start. Everything off the module has 14 amps, ie hour meter and head lights. Hot wired mower deck to battery and it works. Wiring harness bad?
