It sure sounds like an electrical problem, either being a bad component or a bad reading (pressure) in the system. Per the service manual, your scenario ("No engagement, no engagement pressure") could be caused by various conditions such as...
check electrical solenoid
PTO pressure control valve leaking to sump
Lube reduction valve orifice plugged
No charge pressure
Perform CHARGE PUMP FLOW AND PRESSURE TEST
Clutch or brake packing leaking
Packing on end of clutch hub shaft missing or leaking
If you've got a multimeter, there are a number of readings you'll need to take. The service manual will be your best help. Good luck.
