5410, 5420 fuel gauge stopped working

my 5410 and 5420 fuel gauges both stopped working checked wiring, grounding put new sender in 5420 no good, sender in 5410 ohms good. both show full when key on, disconnect sender and they show empty short wires and they show full there has to be a better answer than new $400 instrument clusters help please life long deere man
