Looks like you have air in the lines. When the air eventually gets to the pump, the pump begins to make things worse by mixing the air into the oil and since air does not operate well in an hydraulic system, controls begin to fail.
Although I am not a mechanic, it is also possible that water could have seeped in as well. I would suggest draining your oil, in the event there is moisture in your oil as well, replace the filter with one that will remove water and replace all of the fluid. Clean every hose very well and seals that you can get to in an attempt to determine if you have a leak.
I would try to look for seal leaks or pin holes in the lines that might be allowing air to seep into the system when the mower sits for long periods.
