Disconect the fuel line from the carb, hold a can to catch the gas that might come out and try starting the tractor. Fuel should come out the hose into the can. If not, then you have either a blocked fuel line (replace the hose) or a clogged drain in the fuel tank (remove the seat and fender deck and then the tank and drain the gas out, and inspect the drain in the tank. The fuel filter woud be a small round plastic canister (about roughly half the length of a Bic lighter) in the fuel line itself usually located in the engine compartment. You can disconnect the fuel line on the tank side of the filter and see if gas drains into your can. Do the can test again by reconnecting the fuel filter and removing the hose on the carb side.
