batteries have electrolyte in them and its a chemical reaction between the lead plates and the sulfuric acid (electrolyte) the solution does go weak with time and the battery needs to be replaced
a true battery test would be a carbon pile load test. you can have a total dead cell in the battery and still have 12 volts across the posts
acuall a good battery should have 12.6 (2.4V per cell if i remember correctly)
id replace the battery especally if its a few years old
