The starter motor is easy to remove on this tractor. Take it off and apply 12 volts to the terminals and see if the gear pops out when it turns, Also inspect it for missing or ground down teeth. Mine did this on a 16 HP Kohler and a couple of DROPS of penetrating oil on the gear shaft got it free to pop out. You should actually be able (with power off!) to pull it out with your fingers against the spring resistance.
