It sounds like it is getting air in the fuel. Check the plastic fuel filter housing, sometimes it gets warped, because it's not very strong plastic. Also check or replace the o-ring on the plastic housing. Besides that, check all the rubber lines for leaks when it's not running, there could be air coming in somewhere.
