If you just want to know the RPMS to set up tuning, then the Vibratach from Tecumseh is a pretty decent tool. It will read vibrations into RPMs on any engine by following the directions. Costs around $20-25. As to what to look for internally on your motor, the cam shaft itself, the bearings, valves, pistons, etc. It'll be your call as to how many parts need to be replaced and at what cost before a new motor starts to look like the way to go.
