Right where the brake pads are is a locknut that holds the cam in places, just tighten it a bit at a time, until the brake pedal feels right, Just make sure you don't tighten them until they drag all the time. It's also possible that the parts are seized under the cam, so maybe take it right off and lube the moving parts.
