What your experiencing is/was the reason a capacitor AKA condenser was put on the old points ignition system.
The arc is being generated as the magnetic field in the starter coil collapses when you open the circuit. You need to put a capacitor on the starter motor side of the contacts so the induced current has a path to ground. Putting another one across the contacts would give you additional protection.
200-300 micro-farads should work. The capacitors they use in home and central A/Cs for starting the compressor would make a good one for your application. You want to be able to make a good a strong mechanical connection enough to withstand all the shaking for the mower.
