To test, put pedal to the floor and put pto in gear. Now move clutch pedal in and out. Pto should stop/go accordingly.
You need to give us more information, like what the tractor can do and not do.
Right off the top of my head, it sounds like the shift lever linkage under the shift plate. Not a big job, but when taking plate off, take it slow and note where the selector rails are in relation to each other. You need a manual.
