I would save the headache of ballast resitor and just get a coil with it built in. (less connections to cause problems later) The coils are available at any parts house. The easiest and cleanest install is a single wire alternator that excites at low rpms. There is a cheaper version out there but won't always start charging because some of these tractors don't rev fast enough. The 6 volt starter will handle the change with no problem as long as you don't just sit and crank and crank on it. Of course you have to change the light bulbs over to 12 volt.
