Diane: From your description I would say hitch lift cylinder needs rebuilding. Most hydraulic shops can do that.
One exception, if the hitch is continually hunting for a level, it could be in the tele-a-depth control valve. In that case it would move both up and down continually. From your description I'd call it the cylinder.
