The only thing that can make brakes apply is the valve, unless you have no return springs at all in brakes. Even if self adjusters were messed up they would not be free when engine is shut off. I have seen the screw inside valve that holds pistons to spool work it's way out but I am sure you would have had that out and back together. Are the spool valves going back into the valve assembly as far as they should and do you have a free pin at adjustment of pedal when brakes are not applied. Also, with bleeders open, engine running, your tractor should be free to move, this would eleminate any pressure from valve. Be sure adjustment at linkage is correct. Maybe even take pins out to see what happens. Not much else to cause your problem.
