If brakes release when engine is shut off, your brake valve is adjusted wrong or the spools are reversed in valve body. The two spools look alike but close examination will show the difference. Adjust pedal so it has just a tad of slack in the pin before it pulls spool out of valve body. Also, make sure orfice is in place in inlet to valve but doubt if that would cause your problem. When you open bleeder with engine running and not pushing brake pedal you should have no fluid coming out of bleeder.
