Gary: Did you pressure test the PTO? Hydraulics engage that clutch pack. If it gradually started doing this, and when I say gradually are you sure it hasn't been slipping for some time. That being the case, most likely the clutch pack is worn out.
Problem with these when set up properly they run 5,000 hours with no adjusting needed. Then when it starts slipping it's so gradual you really don't notice implement speed dropping a few rpm, however it fries that clutch pack.
Those clutch packs aren't expensive, 80% of your cost will be properly trained technician with proper tools to reset the hydraulic pressure.
