The draft control lever for hitch, out side lever, should always be fully forward unless you are actually using the 3 pt with a implement that penetrates the ground like a plow and then very few people actually use it anyway. The position control lever has a section in the lower quadrant for controlling the speed of response of hitch when using draft control. If one has the position control lever fully forward, down, in what is know as action control, oil is dumped so as to slow down the speed of hitch raise and it also blocks return flow from hitch to slow lowering speed so it is important that this lever is not in this area of the quadrant when using aux valves for remote cyl or loader as it will dump some of the fluid and slow your lift. In other words have position control lever to slightly raise hitch to make sure you are not losing any flow of fluid.
