I have an IH 484 and the 3pt wont go down past about half way. It acts like the draft is set. I took the linkage off of the draft and it made no difference. It will free fall until it hits that half way point and won't go any further.
Another question - should you see oil in the rear end when you look in the filler cap? The stick is reading above full, but when you take the filler cap off you can't see any oil in back.
