Is it quieter when hyd cyl is moving and does engine sound like it labors less. If so, I believe your system is staying on demand and yes the relief valve would be opening then. You need to determnine if system returns to bypass pressure when you are not calling for any hydraulics. This hyd system uses a regulator valve in the same block as the relief valve is, and through a screened orfice plug returns system to a pressure less than 100 psi when valves are in neutral. If orfice is plugged or too small, or if one of the roll pins on aux valves where you turn valves from single to double actions is bent you will have same problem. Also , if system is on demand it will overheat and very hard on pump. Other than that, suction leaks at pump or main suction tube or plugged filter will cause noise all the time.
