Well, the steering gets its oil from the MCV pump. That tractor has 2 separate hydraulic systems. One (the rear pump) supplies the remotes and 3pt hitch.
The front pump on the MCV provides pressure for the brakes, steering and TA and it runs the oil through the cooler. The steering wheel is connected to a device called the hand pump. It needs oil from the MCV to operate.
So either the hand pump stopped working or the MCV isn't getting oil up to it. The only thing I've ever had to do to a hand pump is replace seals, they don't fail that often.
The MCV can be finicky, it needs good clean oil. If you are in a cold climate and there is some water in the oil, the inlet or some orifice could be frozen up. If the pickup tube seal leaks, the MCV could suck air.
Start with the basics, check your hydraulic fluid level and change the filter.
