Measure lining disc thickness, if 7/16 or less you need new ones as the actuater loses leverage as the two pivot points are drawn together when you press brake pedal. Later model tractors used shims so one could utilize more of the brake linings and get a better adjustment . Also be sure to disassemble the actuater assembly, balls and grooves etc , polish and put light coat of lube in grooves and also polish and lube the outer machined surfaces on actuater and inside the brake cover itself as they must slide freely as the actuter expands. be careful to not get any lube on actual braking surface.
