These tractors did not have direct mechanical linkage from steering wheel to front tires. The steering is all hydralic. Check all the filters and screen`s, make sure there is correct fluid in the resivor and the pump works. It is possible to steer without the pump working but it takes one hole turn to move the front wheeles a little bit, it is a fail safe system to get you out of the field.
