My 300U was the same way when I bought it, and found the filter under the seat badly restricted.
A good cleaning of the wire mesh screen and it worked fine. It clogged up again and I removed it and set the pick-up lower. While I would not advise you to remove yours, it worked for me.
The debris clogging it up appeared to be rotten hydraulic hose stuff. GOOD LUCK and hope it is not your pump.....
