John: Fifty years old, probably biggest single reason for the leaks. Valve and steering unit can be rebuilt. Usually that steel tubing has pin holes and can be repaired by brazing. I've also had good luck will mig welding. Yes you will have to remove all those items from tractor for repair. Most any good hydraulic shop can rebuild the valve and steering unit.
I have no idea on the tach.
