Here is a suggestion I'm sure there's many more, If you only have some rust to get rid of, one old school method is to take the tank off, it helps if you drain the tank first :) then put a handful or two of gravel in the tank and do your best shaking it around dance. The gravel will scrape / sand off most of the rust. Getting the gravel out can be some what of a pain but with a little time it always comes out, then rinse it out thoughly a few times.I have not used any of the tank liner products yet but I'm guessing with the rust out it would help seal the tank and prevent leaking pin holes. From a safety point of view DO NOT USE a vacume to suck out any of the gravel because the electric motor in the vacume creates sparks in the elect brush's and then if your not dead your on the way to the Hospital.
