I just chased that same problem on one of my tractors.
new hydraulic filter. check for metal flakes in the filter. My tractor ate a PTO clutch and filled the filter with metal chips.
find every pressure relief valve and replace all the o-rings in them. I found at least four pressure relief valves on my tractor. one by the pump, one associated with the 3PH, and one with each control valve for the loader.
polish with emery cloth any moving parts of the relief valves that stick or do not move freely
Go and buy a complete O-ring kit and replace every O-ring you disturb. A tube of red permatex form a gasket material is also essential.
