I just chased that same problem on one of my tractors.
1 new hydraulic filter. check for metal flakes in the filter. My tractor ate a PTO clutch and filled the filter with metal chips.
2 find every pressure relief valve and replace all the o-rings in them. I found at least four pressure relief valves on my tractor. one by the pump, one associated with the 3PH, and one with each control valve for the loader.
3 polish with emery cloth any moving parts of the relief valves that stick or do not move freely
4 Go and buy a complete O-ring kit and replace every O-ring you disturb. A tube of red permatex form a gasket material is also essential.
