Ford 640 Running problem (We're stumped)

Our model 640 Ford tractor runs great when it runs. We can't seem to be able to figure this one out. It seems like it is starving for fuel. I rebuilt the carb (adjusted float, new needle valve and seat, cleaned all ports pretty throughlly), had the gas tank cleaned (boiled, and a new liner installed, checked the fuel line and tank shut off valve/ ports. After running for 300' - 500'it starts stammering (loss of power... then picks back up, and repeats with a regular rythum). Would greatly appreciate any one who could help get to the bottom of this problem!!!
