The rear hydraulic arms don't raise high enough. I have drained the fluid according to the Ford 2000 manual, but can only fill the tank with 17 quarts instead of the 25 quarts the manual says it will hold. I started filling the tank with the arms down, then ran the tractor for a few minutes, then after turning off the engine I lifted the arms as high as they would lift. Not much additional fluid was added before the overflow hole began to spill. The hydraulic arms still will not lift as high as they should. What should I now do to get the arms to lift all the way?
