"Down" should be zero draft control. The farther "Up" you move the lever, the more sensitive the draft control should be provided it is functional. I believe the draft control senses pressure applied to the toplink. If the bottom of a plow "dug in" it would apply more forward pressure to the toplink, thus causing the draft control to lift the implement until the pressure was reduced to the sensitivity setting you selected with the draft control lever.
