I have recently had the same problem, the real trouble was in the flow control valve, which is mounter on the right side of the housing just under the drivers seat, once I took out the valve and plunger, then cleaned them with fine sandpaper my problem went away, the filter you talk about is hard to get to as you have to remove the top cover which is quite heavy with lots of pieces to deal with, eapecially the 14 bolts of different lengths!
