Does sound like a suction restriction. I would remove the hyd pump, remove the hyd fill cap fill that hole with a rag stuffed loosely in it. Take compressed air and use moderate blasts down through the suction tube where it connects to the pump. This should backflush the suction screen. Drain the hyd oil. If you wish, you can remove the PTO shift cover (non-SOS units) and inspect the screen. Refill with fresh oil. Consider a hyd pump rebuild including the shaft seal. Good Luck.
