Hi.
First a question. Do you have the pump that mounts on the outside of the block at the back of the camshaft?
If so pull the pump off the tractor and make sure that the drive gear is good and not slipping on the cam.
If so the next suggestion is there is an air leak on the suction tube side of the hydraulic lines. Doesn't take much for it not to prime. With the pump still off the tractor pour some oil into both hydraulic lines and gently force it through the lines with slight (SLIGHT BEING THE OPERATIVE WORD HERE) air pressure. be gentle so as not to blow out an O-ring.
