Ford 4000 172 c.i. gas power steering pump problems

I cannot get the power steering pump operational. After repeated bleedings and check of all lines and fittings, it will 'load up' in the reservior and spew out fluid. Any time I go over 700-800 RPM it goes ballistic. It does send some pressure to the steering cylinders, but it's minimal. Anyone have any ideas?
