Try unplugging the temp sender wire from the sender and and hook it to ground. If the gauge moves all the way to hot then you know the gauge and wiring are good. In my experience with these tractors it just takes a long time for the engine to warm up enough to ever make the temp gauge move especially at low idle or if a coolant thermostat is not installed. You can however bring the engine up to fast idle or full throttle and get it to warm up much quicker.
