The ford 1700's PTO is tied to the clutch. If you have the clutch in it doesn't move, also the tractor won't move if there is a clutch problem. Sounds like the clutch or clutch assembly is bad.
Can they start the tractor in the lowest gear and does it jump forward? If so the tranny would seem to be working since the starter moves the flywheel. If that is the case the it's most likely the clutch. Otherwise it's in the tranny and that is a big big problem. Let me know if they part it out, I'm looking for a good motor...
