I am assuming you have a electric over hydraulic unit? Meaning that the hydraulic flow to cylinder is controlled via a electric solenoid, which receives it's signal from your levers. If so then it sounds as though the solenoid is receiving a constant signal or is stuck in the "supply to cylinder" position. find the solenoid which suplies thast ram out position and with tractor running, remove the electrical connection, should hear a click, if not the solenoid is bad, if yes, then the issue lies in your lever actuator.
