Usually when all these parts are replaced and the valve is set to corect pressure the low pressure from a worn pump will not feel like power steering. It will be really slow and thus will not feel easy at all. Most people are not patient enough to try it slowly to see if it is just low pressure. Be very careful as the gearbox will come unglued if you try to steer it manually.
