601 workmaster hydraulics problem

When the Selector Lever, on my Ford 601 Workmaster is in the horizontal position, the Touch Control only raises my three point hitch in very small increments...approximately 5 inches and then the raising process stops. The Touch Control is completely in the "up position" i.e. vertical, to get this incremental movement.
When I move the Selector Lever down, it will not go to a completely vertical position. It goes downward to about a 4:00 o'clock position. If I push it, against some spring-type resistance, the three point hitch will raise quickly and not erratically. With the Selector Lever in the down (4:00 o'clock) position and not applying pressure, I can also raise the three point hitch up more slowly with the Touch Control. If the Selector Lever "pops out" on its most downward position, (with no pressure applied, the 3 point hitch drops and the Touch Control does nothing. I'm new to this tractor and would appreciate any input as to :
1. How is the system supposed to work with the Selector Lever in the horizontal position? and in the downward position?... in relation to the Touch Control?
2. Should the Selector Lever be in a completely vertical (6:00 o'clock) position to work properly?
3. What can I do to rectify my "problems"? I'm using the tractor to cut my pastures back and am using a 5 foot brush hog. My primary problem is the brush hog will drop if the Selector Lever "jumps" out of that 4:00 o'clock position after I've set the desired height with the Touch Control --- with the small clamp on its track.
